Minor variation of a premises licence
Application has been made by WPC7 Ltd to the licensing authority of Harlow Council pursuant to s41A Licensing Act 2003 to vary the premises licence for Rileys, Cross Street, Harlow, Essex, CM20 1YU.
The proposed variation is to remove the following conditions of the premises licence:
2.1 No intoxicating liquor shall be sold or supplied otherwise that to:
(a) a member of the club
(b) a guest of such a member bona fide entertained by him at his own expense
(c) a person whose admission to the club premises is provided for by the rules of the club
(d) members of teams of properly constituted snooker clubs, attending the club for the purpose of organised matches.
2.4 All members of the club must have a card with clear identification, including date of birth. These details must be retained in your systems.
2.7 There must be junior membership for persons under 18. The membership card must be a different colour from others.
To amend condition 2.2 which currently reads “No intoxicating liquor shall be supplied for consumption off the premises, except to a member in person” to read “No intoxicating liquor shall be supplied for consumption off the premises”.
To amend condition 2.5 which currently reads “There must be controlled access at the entrance door, to ensure only members and guests are admitted” to read “There must be controlled access at the entrance door”.
To add the following condition to the premises licence: “All licensable activities authorised by this licence shall be ancillary to the main function as a competitive socialising venue with at least 50% of the floor space will be dedicated to gaming areas.”
Any representations by a person must be made in writing to the address below by 15/07/2026: The application may be inspected upon request.

It is an offence for anyone knowingly or recklessly to make a false statement in connection with a licence application. The maximum fine on summary conviction is unlimited.
